Building on our previous competitiveness work these projects focus on carbon leakage and international competitiveness issues.

Carbon leakage and international competitiveness issues are becoming increasingly salient for governments and businesses because of the continuing and largely uncoordinated development of cap and trade systems in many countries around the world. In addition to this dynamic government policy environment, industries are also coping with the ongoing global recession that is affecting the structure of individual industries in many countries. As a result of these regulatory and economic changes, the nature, extent and implications of the carbon leakage and international competitiveness issues associated with the existence of multiple cap and trade systems remain amongst the key issues in international climate policy.
