Climate Strategies Press Release: Climate Strategies appoints new MD

Climate Strategies, a leading network of international climate academics based out of the University of Cambridge, today announced the appointment of Richard Folland as its new Managing Director. Richard joins Climate Strategies from JP Morgan Investment Bank in London, where he worked as Senior Climate Change and Energy Advisor.

Richard has substantial experience within the energy and climate change field. He began his career in the UK Foreign & Commonwealth Office (FCO), working at various times in Germany, Sweden and Russia. In 2004 he was appointed Deputy Head of FCO Climate Change and Energy Group, leading the FCO’s work on energy security within the broad climate and energy strategy.

In 2007 he joined JP Morgan on secondment, and since then has led the bank’s work on the developing European and global carbon market, and international climate change policy and regulatory issues.

Richard has held leadership roles within a number of influential bodies operating in the climate change field, including Vice-President of the Carbon Markets and Investors Association (CMIA); and Chair of the Climate Change Group of the American Chamber of Commerce to the EU.

In 2010 our research projects will cover subjects such as international emissions targets post- Copenhagen and an effective carbon price to encourage private sector investment in low carbon technologies.”

Later this month the Carbon Trust will be publishing a study based on Climate Strategies’ research that addresses the issue of carbon leakage. The report looks at the potential for carbon leakage from those energy-intensive sectors that contribute most to the emissions under the EU ETS, namely cement, steel and aluminium, recommending a screening process that would arm policy makers with the tools to prevent companies within those sectors from relocating to countries outside the EU where they would be ‘free to pollute’.
